The DOCTYPE directive is an SGML construct that identifies the type of the document as being HTML. This should be:
<!DOCTYPE HTML PUBLIC '-//W3O//DTD W3 HTML 2.0//EN'>
If the DOCTYPE directive is missing, this information should be
assumed by browsers compliant with HTML version 2.0 or later.

Note: this HTML document was generated in December 1994 directly from the
LaTeX source files using LaTeX2HTML. It was formatted into our standard page layout
using the Template Toolkit. The document is mainly of historical
interest as obviously many of the sites mentioned have long since
disappeared.
