A consistent naming scheme for referring to resources

Any unit of information - a document, image, video or audio clip - is known as a resource. You refer to a resource by an identifier which describes where the resource is kept and how the software can retrieve it. The current mechanism is known as the URL (Unified Resource Locator) but a new mechanism is being developed (see Section gif).
